The current governed production example is the India → Canada study-permit corridor. Monitoring now covers stored IRCC sources for documents, proof of funds, application guidance, study-permit conditions and government fees. Structured facts remain subject to review and publication gates.
Catalog identity is separate from published legal claims. CMS notes are not treated as legal requirements.

Published compiled rules evaluate supported candidate facts into one of three verdicts. Missing required facts return INSUFFICIENT_DATA. The engine does not guess.
